title: What SABER really requires dek: A practical guide to the certification that breaks most first-time importers. published: 2026-04-15 readingMinutes: 6 tags: [compliance, saber, ksa]

What SABER really requires

SABER is the Saudi Arabian conformity platform through which imports must be registered before clearing customs. Its details are straightforward; its failure modes are not.

The three-step loop most teams miss

  1. Product Certificate of Conformity (PCoC) issuance per HS code.
  2. Shipment Certificate of Conformity (SCoC) before each import.
  3. Customs gate integration — SABER decisions flow into the clearance system automatically.

Most first-time importers stall between steps 1 and 2.

What we do

We pre-register HS codes the first time we see them, maintain a watchlist of regulatory updates, and hold relationships with the conformity assessment bodies that actually turn requests around inside a week. The net effect: your first shipment into KSA does not also become your first compliance problem.
